Introduction

The Hourly Timesheets (HRLY-TS) application provides campus departments and the Human Resources Department the ability on-line to:

The application was designed to allow electronic processing of new employee setup, requests for wage rate approval, time entry, and all necessary authorization.

In addition to the commands where employee records are first setup, there are commands for:

Employee data is obtained through employee information commands. Departments are able to access a variety of information related to hourly employees through several list functions which allow users to search for particular groups of employees or types of records.

At its most basic level, the Hourly Time application helps departments establish a new hourly employee on the payroll system, define the budgetary unit for which the employee works, submit and approve wage rate forms (which define the job title, pay rate and effective period as well as the cost center(s) under which the employee will be paid), enter, submit and approve time worked by the employee, and manage information about employees through the use of the list functions. The bottom line is the system is used to record time worked by hourly employees so that they can be paid in a timely and accurate manner.


Benefits

Key benefits of the Hourly Time application include the ability to copy similar documents to speed the creation of wage rate forms (when you are entering several wage rates where very little data changes from one to the next), extensive look-up capability, and enhanced information privacy through the implementation of employee identification numbers. Also, historical activity (an audit trail) is available for collection and analysis. The department can decide when time records need to be turned in to allow adequate time for entry of the hours. The only date controlled by Payroll is the cutoff date for a particular paydate. In other words, the cutoff for the second payday of the month (the 25th) might be the 17th at 5:00 p.m. You, the department, can decide if you want timesheets turned in on the 15th or the 16th or any other date. Similarly, the department is in control of the pay period associated with a particular paydate. The time periods viewed on the PDAY (Payroll Dates And due bYs) function are suggested only. You may enter time for different dates, as we'll see later. Finally, you can enter overtime during the same session as regular time. In fact, if you simply enter all of the actual time worked by an employee for a period, the system automatically calculates the overtime, taking into consideration time worked for other departments and any appointed hours for the same period. Such overtime is automatically scheduled by the system to be paid on the next overtime paydate.

Special Situations and Tips

Cost Center Numbers on a Wage Rate

There is room to enter up to ten Company Cost Centers (CCCs) when a wage rate is established. If it is likely that you will use several different centers over the life of the wage rate, it is best to enter all of them at the time the wage rate is created, to avoid having to create new wage rates with the CCCs not included on the original. Once a wage rate is created and approved, CCCs not in the original mix cannot be added, although the percentages of the CCCs on the record can be altered. Should you need to change the distribution, you can use the Update Wage Rate (UWR) command or press the PF9 key while entering time to access a distribution window. In order to save the original wage rate, you must include at least one cost center. The total percentage must equal 100, but numbers do not have to be assigned to every center on the form.

Rerouted Checks

Paychecks will automatically be routed to the the Treasurer's Office if the I-9 and Drug-Free forms are not properly entered into the system prior to the payroll cutoff time. Only the Human Resources Department has access to this command, so you must make sure that paperwork is sent with enough time to spare. Unlike in the past, you will be able to see whether or not an employee's paycheck will be held or released.

Note: You have the capability to list employees and see if they have an I-9 on file through:

On these two lists you'll see a column to the right of the screen labeled I9 Required. An "X" in this column for an employee indicates the need to follow up on the I9 and/or Drug Free paperwork to avoid rerouted checks. Remember that other campus departments may still use a manual process to hold a check at the Treasurer's Office. If you receive a stub which is stamped "Held," call the Treasurer's Office so they can inform you and the employee of the reason for the hold. In the case of the I-9DF form, you will have to work with the Employment Unit of the Human Resources Department in order to help the University comply with state and federal regulations and to get the check released in a timely manner.

Purpose

The SUNE (Set Up New Employee) command is designed to allow initial setup of a new employee. The data entered here is used to create an employee record on the payroll system--a record required in order to process any wage rate or time transactions. To create an entry, data about the individual such as complete name, social security number, address, gender, race/ethnicity, date of birth and check distribution budgetary unit is input. This is a first step in the chain, but it is only processed once for each employee.

This is a relatively straightforward command. Once the update screen has been opened (press Enter with Action of A and a SSN not yet on the database), simply tab from input field to input field and enter the appropriate data. Help can be accessed by pressing PF1 while your cursor is in the first position of a field. This will be especially helpful with the Racial/Ethnic field until you get used to the codes. As a tip, keep the employee's I-9 form handy as you process a SUNE. It has most of the personal data needed here, such as SSN, address, racial/ethnic category, name and date of birth.

Once all values have been input, press PF10 to save.

Value Security

Although Value Security is used elsewhere in the system as well, it may cause you the most confusion here. Without entering a long, technical discussion Value Security is simply a protection in BASIS applications which ensures that users work with (and only with) data associated with a budgetary unit for which they have access. In the hourly system, this usually means that you may only process transactions and view protected data for employees in your department (budgetary unit). Placing an hourly employee in a budgetary unit (BU) only takes place with the approval of a wage rate, which happens after the SUNE is processed. What this means is that at the time the SUNE is saved, the employee is not viewed as working for any particular BU. They are simply a person entered into the database. To claim them as your employee, you must process and approve a wage rate. The confusion might arise if you attempt to enter the employee's Social Security Number in the Emp ID field when you begin to add the wage rate. The conversion of an employee's SSN to Emp ID is only allowed for users with access to the same BU as the employee (Value Security). So, although you will be able to use either the SSN or the Emp ID after the wage rate is completed, you must use the Emp ID to add the first wage rate. The best way to do this is to take note of the ID, which is returned to the Emp ID field after PF10 is pressed. Alternatively, you may use the Name Search facility by pressing PF1 while the cursor is in the first position of the Emp ID field. See "How to Use the Employee Name Search Facility" for instructions.

How to Use the Employee Name Search Facility

The Employee Name Search facility is available in all Human Resources-related applications: LABOR, PAYROLL, LEAVE, HRLY-TS, and PSB. To access the facility, place your cursor on the Emp ID field in the banner and either press the PF1 key or type a "?" and press Enter.

The Employee Name Search facility assists users in accessing employee records when they do not know the system assigned employee identification (Emp ID) number. The employee database file currently includes approximately 40,000 entries; so there are naturally a number of duplicates or near duplicates. Merely selecting a name from a list has some obvious accuracy risks, such as performing status changes or record additions for an employee other than the one intended. The facility is designed to increase the accuracy of this process by providing certain personal data against which the user can crosscheck:

Additionally, if the user knows the employee's Social Security number, there is a validation field available. When a proposed number is entered, the system compares it to the SSN on file for the selected individual and either confirms or rejects the entry. Campus users should be especially careful in adding new employees to the database through the SUNE (Set Up New Employee) function. Numbers can easily be transposed or improperly reported to the department; adding an employee twice under two different numbers can have dramatic and unfortunate effects in terms of proper payroll processing and recordkeeping, as well as accounting reconciliation.

Purpose

The WR (Wage Rate) command is used to establish the title, rate, cost center(s) and effective time period for which an hourly employee may be paid. Employees can have multiple wage rates and/or multiple cost centers on a particular wage rate. This electronic form is used to make time entry for an employee possible (for a particular budgetary unit, time period, title and rate of pay).

To initiate a wage rate transaction, use an Action of A. After entering the proper Emp ID (remember the Name Search), BU, HTC and WR Sequence, press Enter. You will be presented with modifiable fields in the body of the screen. Tab from field to field and enter the desired values. In most cases, these fields will include: In some cases, you may wish to mark one of the special indicators to the right of the screen. These indicators are:

You can enter from one to ten cost centers (CCCs) on a wage rate. It is recommended that you enter any cost center numbers which might be used to pay the employee, since you have room for up to ten. You do not need to assign percentages to all of them, but if you enter the numbers you can use them at a later date if need be. You must simply ensure that at least one center has a percentage assigned to it, and that the total percentage equals 100. Should you need to alter the percentage distribution for the cost centers on the wage rate, you can either use the UWR (Update Wage Rate) command, or press the PF9 key to enter the cost center window within a time entry command.

Note: Use only cost center numbers that will remain active for the life of the wage rate. If any CCCs on a wage rate become inactive (e.g., an expired grant), it becomes inactive. To create an active wage rate that can be used to enter time sheets, you must either create one from scratch, or use the expired one as a template (with an Action of C (copy) on the WR command) to create a duplicate, except for the altered CCCs. In either case the wage rate will have to move through all approval channels before it can be used to enter time.

The UWR (Update Wage Rate) command is used to make changes to an existing, original wage rate form. Changes may be made to the through (or ending) date as well as to the status (active or inactive). You can also change the percent allocations between the cost centers listed when the wage rate was first created.

How to Enter Time Sheets

Depending upon the type of wage rate, you have different choices for the method of time entry. It is important, however, to first understand that each time sheet is referenced to a particular wage rate. This means that you define a BU, an employee, an hourly title code, and a wage rate sequence, along with the beginning and ending dates for the pay period in order to enter time. So, if you need to enter time using multiple wage rates for an employee you will need to enter multiple time sheets.

The TEBD (Time Entry By Day) command is used to enter the time worked by hourly employees. The format for entry, as suggested by the name, is total hours worked per day. You can define the date range for which time is entered, as long as it encompasses between one and twenty-two days.

To enter time, you simply input the necessary parameters in the banner (use LWRE - List Wage Rates for an Employee), including the dates for the pay period, and press Enter. Once the modifiable boxes open, tab from date field to date field and input the hours worked by the employee for each date. (Remember to round to the nearest quarter hour.) Once all entries are complete, press PF10 to save the time sheet. If you find later that you need to make corrections to a time sheet, you can use an Action of U to perform an update if the Hourly Time Approval (HTA) submission has not been processed. If the HTA transaction has been submitted and/or approved, it must either be withdrawn or deleted first. Then you can make the necessary updates to the time sheet and resubmit the HTA transaction.

Remember, you can enter overtime during the same session--it no longer must be treated as a separate transaction. The system will automatically calculate overtime and will report it to you. It is scheduled to be paid on the next overtime pay date, assuming all approvals are received.

To enter time you must first have an approved wage rate, and your time entry must be referenced to this specific form. If you attempt to enter time with an incorrect hourly title, wage rate sequence or budgetary unit or if the selected form is not active or is expired you will receive an error message.

If you wish to change the distribution of charges among company cost centers for the pay period you can use the PF9 function key. This brings up a window where you can alter the percentages. It is vital that you realize that you must save this transaction separately from time entry. Think of them as two separate transactions. If you choose to make cost center alterations you are leaving the time entry command temporarily to access this cost center window. This means that you must PF10 both the cost center window and the time entry screen, assuming you wish to save your entries.

To enter holiday hours, place your cursor on the field for the appropriate date and press PF6. This will access a window for holiday time entry. Simply input the proper hours and save the transaction. As with the cost center changes above, this is a separate transaction and you will have to save it and the time transaction by pressing PF10 on each screen.

When the Action is V (View), PF4 is labeled "DCode." This brings up a window which shows the details of the hours entered and how regular and/or overtime payments are scheduled. In our example, we see 60.75 hours ($516.38) in Regular hours scheduled for payment on 10/25, and 4.00 hours ($51.00) in overtime scheduled for payment on 11/15. Again, the system has performed this calculation and scheduling automatically.

Note: If overtime exists because other time entries have been entered for the same period. They can viewed using LTEW (List Time for an Employee for a Week) function.

Purpose

Like TEBD, TEBT (Time Entry By Time) is used to enter the time worked by employees. The difference between the two is chiefly a matter of format and you can choose the command which best suits your data entry style. The format for TEBT is designed to work well with departments whose employees use time clocks. Rather than giving a total for a day, you simply enter the in and out times for the employee and the system calculates the hours worked and rounds to the nearest .25 hour.

The unit command is specifically and only designed to allow unit-based pay entry. Such pay is often used in cases where something other than hours worked is the criterion for measuring employee work effort. Examples might be paying a paper grader per paper, or paying a speaker per speaking engagement. You will be required to use this command to enter time for a unit wage rate.

Many of the general tips about a maximum twenty-two day entry period and needing to reference time entry to an approved and active wage rate apply here as well. Overtime does not apply to unit pay. The only variable input on the UNIT function is the number of units worked for a pay period. All other data shown on the screen is for informational purposes only.

If you enter dates which cross a record already in existence, the system will pull up the conflicting record and change the banner dates to show you the offending record. You will be required to change the dates so that no dates overlap. Finally, you are able to use partial units, and the system will perform a gross pay calculation based upon your entry.

The HTA command has two main purposes:. The HTA command allows a BU to submit and approve all time sheets for the BU for a pay period in one transaction instead of approving each individual time sheet.

Note: If a budgetary unit does not submit and approve all time sheets for the pay period, a check will be cut for the sheets not submitted and held at Payroll until written approval is obtained.

Submitting a transaction

It is important that you realize that you must not submit your time until you are certain that all employees for your budgetary unit have had their individual records input. The time entry commands such as TEBD are for individual employees. When all of those records are saved the entire package is submitted to the reviewer through the HTA command.

Reviewing a submitted transaction

We will not go into great detail here regarding the approval process since that better fits into documentation for TARGET reviewers. We should point how two things, however:

Removing a submitted HTA transaction

This function allows for a modification of time sheets. If you submit and then find that an error occurred you have two choices. If the reviewers have not yet taken action you can withdraw the transaction. Then, make your changes through the time entry commands and submit again. If the reviewers have already taken action you must delete the approval. If the reviewer performs the delete (Action of D), you should have no problem. Confusion can arise if a data entry person attempts to process a deletion of an HTA approval. This is allowed, but instead of an instant removal of the approval, a TARGET transaction request is routed to the reviewer(s). This transaction is a request to perform the deletion. The confusion arises when reviewers believe that they should reject the reqest. Actually, the request is essentially the following question: "May I remove your prior approval?" When it is thought of this way, you can see that approving the deletion request will actually finalize the removal. Then you can make appropriate changes to the time sheets via the various time entry commands and re-submit the HTA transaction.

This command is used to change information for both hourly and appointed employees. Simply input the desired Emp ID in the banner, press Enter, and make changes to the appropriate values. When any field values are changed, the previous values display to the right of the current ones. In our example, the Date of Birth changed from 07/16/1946 to 07/13/1946.

This command is helpful if you for some reason enter an incorrect value while setting up a new employee (SUNE), since no changes are permitted once the SUNE is saved. The Human Resources department will review transactions and give approvals when appropriate. Validations on these fields will work in the same manner as for the SUNE command, and changes here affect the base employee record.

This command is used by the Human Resources department to establish, change or delete hourly titles, and to set or change the wage ranges associated with those titles. Also, a short description of the duties and responsibilities for the title is entered.

Place the cursor in the HTC field and press PF1 followed by Enter. Mark the three character code for which you wish to view the HT screen, and press Enter twice. The full title name and matching short HT code will appear on the screen, along with the effective pay range allowed by the State for the title and a brief description of the typical duties.

You are given access to this command so that you can view the description and wage range when you are deciding which state hourly title best fits an employee's duties.

Purpose

The PDAY function displays payroll scheduling dates (including regular and overtime pay dates), the cutoff date for processing for each of these pay dates, and the type or class of payroll. This data is maintained by the Payroll department. The cutoff times defined here must be met in order for time sheets to be paid on a particular date. Meeting a cutoff date means that all time sheets are properly input and that the HTA (Hourly Time Approval) transaction is submitted and approved.

Input a date in the Starting Pay Date field in the banner. This should be the date with which you would like the listing to begin. In our example, we used 11/20/04, and the listing begins with the next pay date after our banner date. Our list starts with the 11/24/04 pay date, which is the first pay date the system located on or after 11/20/04. Later pay dates continue the list; if enough entries exist so that they cannot all be displayed on a single screen, press PF8 (Forwd) to show later records.

Purpose

List Hourly employees for a BU (LHBU) allows you to view an alphabetical listing of employees with active wage rates for a budgetary unit. It also displays the employee ID number, the BU code to which paychecks are delivered, and a flag indicating whether or not the I-9 and Drug Free forms are properly registered with the Department of Human Resources.

To see a listing of hourly employees in a BU, input the BU code into the banner and press Enter.

Note: The Name field allows you to begin the listing of employees at a certain point, to avoid the need to foward through several screens of a long list. When this field is non-blank, the list will begin with the next employee equal to or greater (alphabetically speaking) than the entered value. When left blank, the entire list of hourly employees is displayed, ten per screen in alphabetical order.

The list of employees includes anyone who possesses an active, approved wage rate in the Budgetary Unit. Such employees can include appointed employees, or those who also work on an hourly basis for other BUs.

From here, you can mark selection(s) and press PF2 (Suspend) or Enter to switch to other list or processing functions. The default location for a suspend is LWRE (List Wage Rates for an Employee) so that you can view the detail or select particular wage rates for use in time entry.

Purpose

LABU (List Appointed employees for a Budgetary Unit) allows the user to see a comprehensive listing of the appointed employees whose positions are allocated to a specified department (BU).

Using the List

Simply input the BU code (department) for which you wish to see a listing of employees, the desired effective date, a starting name value if desired, and press Enter. LABU shows employee name, ID number, position number (from PSB), whether or not Hourly Appointed, and the location to which checks are sent. Note: The check distribution BU is not necessarily the same as the BU where the appointed position is allocated. If the check is routed to the Treasurer's office for pick-up, the I9 Required column will have an "X" indicator. This indicates the need to follow-up with the Employment unit of the Department of Human Resources in order to complete the I-9/Drug Free paperwork properly.

The Date specified in the banner will determine which, if any, employees are displayed. The system uses the specified date to search the PSB files for active appointment records. Only employees with active appointed position records on the selected date will appear on LABU. You can specify dates in the past and/or future.

PF4 is labeled "DCode," and when pressed will overlay a detail window which shows Occupation codes and titles for the employees, as well as a classified grade when appropriate.

Purpose

LTBU (List Time for a Budgetary Unit) allows data entry personnel to review a list of entered time sheets for a pay date to ensure that all entries are complete and accurate. It also allows hourly time approvers to view a more detailed list of the time records which make up the submitted request which is approved on the Hourly Time Approval (HTA) command. All records shown here are scheduled to be paid on the listed pay dates, assuming all approvals are completed prior to the cutoff date and time (see PDAY for those cutoff dates).

Using the List

Input the BU and the Date into the banner and press Enter. (You can use the PDAY function to select the correct pay date.) Keep in mind that old timesheets from past pay dates can be viewed by entering the correct date into the banner. For each separate time sheet scheduled to be paid on the selected date, for the selected BU, a one line summary listing is shown. This line includes: the HTC (hourly title code), the WR Seq, the period ending date, the pay rate, the number of units or hours on the time sheet, the number of straight and overtime hours, and the total dollar value of the time sheet.

Should you desire even further detail, you can mark the selection box(es) and suspend (PF2) to the time entry command. You will be able to view the actual time sheet showing detailed hours by day.

The running total increases as you use PF8 to forward through screens. When the final screen is reached, this number will represent the total wages expended under this BU for this pay date.

LTEW (List Time for an Employee and Week) allows you to view total pay from the hourly system for an employee for a calendar week. If pay for the week includes multiple time sheets, even from multiple locations, a listing is shown for each component of the total pay. To see the detailed, daily time entry, mark selection boxes on the list and suspend (PF2) to the time entry command where you can view the actual time sheet(s).

As a tip, any date within the week will bring up the proper time record. Once a record is accessed, PF7 and PF8 can be used to page backward and forward through other weeks. Notice that three columns exist for payment types: regular, overtime at a straight rate, and overtime at the overtime rate. The number of hours from a time record falling into each category is displayed here. Again, if you wish to see the actual, detailed time sheet, simply mark the selection box and press PF2.

Purpose

LWRB (List Wage Rates for a Budgetary unit) allows you to list all active or inactive wage rates by BU. This is an excellent way to mark a series of wage rates for use in time entry. If you mark the selection boxes here for the wage rates which will be used to enter time, then use PF2 to suspend to the time entry command, you can easily load the banner with the necessary key fields.

You may also wish to use LWRB to list wage rates when you need to maintain them via the UWR (Update Wage Rate) command, such as making them inactive or adjusting the ending effective date.

Key Fields Required in the Banner

Using the List

LWRB shows all active or inactive wage rates for the selected BU, depending upon the choice entered into the Status field. Wage rates are listed in Emp ID order. A variety of information is shown, including: employee name and ID, hourly title code, wage rate sequence, and beginning and ending effective dates. To the right are five columns which mark special wage rate statuses: An "X" in any of these columns indicates a special status for the wage rate. More information can be found by marking the wage rate and suspending (PF2) to the WR command.

If the list for your BU is very long and you want to begin the listing at a particular point, use the optional Emp ID key field. An entry in this field will cause the list to begin with the next employee in the BU whose ID number is equal to or greater than the banner entry. Employees after this point are listed normally, and PF8 can be used to scroll through the list.

Purpose

LWRE (List Wage Rates for an Employee) displays a listing of all active and inactive wage rates for the selected employee. It is useful if you are preparing to maintain wage rates via the UWR (Update Wage Rate) function, or when you wish to see all wage rates for an employee regardless of the location (BU).

Keep in mind that both active (A) and inactive (I) wage rates are listed here without differentiation. LWRB (List Wage Rates for a Budgetary unit) can help in segregating active and inactive wage rates since it allows for specification of Status in the banner.

Should you wish to view more detailed information about a particular wage rate, mark the selection box and suspend (PF2) to the WR (Wage Rate) command. Alternatively, you might choose to suspend to UWR if you are preparing to make changes to the CCC distribution, status or ending effective date.

This list is also helpful if you know you want to enter a time sheet for a particular employee. By selecting the wage rate you wish to link to the time sheet, you ensure that the proper key fields are selected. Then you can suspend (PF2) to the appropriate time entry command and complete the time sheet.
