This manual explains how to use the Travel subsystem of the University Procurement System (UPS). It will cover the process of submitting a Travel Authorization (TA), creating travelrelated Purchase Orders, requesting a travel advance, supplementing the TA and travelrelated Purchase Orders, information on using the U of A Travel Card (TCard) and using the system to inquire into the status of various transactions.
The Travel subsystem of the UPS application allows online entry of a Travel Authorization including the travelrelated Purchase Orders associated with a particular trip. The subsystem uses TARGET (Transaction Approval and Review Gateway via Electronic Transmission) to provide electronic approval of these requests. The Travel subsystem also allows for electronic request, approval and generation of a Travel Advance associated with a Travel Authorization. The Travel subsystem will also allow you to inquire online to track the approval status of a Travel Authorization. Once the trip has been completed, signed travel expense claims with supporting receipts are still required to be submitted on paper to the Travel Office where they will be entered online and matched with the TA. A check is then generated for any monies due the traveler. You will be able to inquire online to see when payment was issued. If the traveler owes money from the advance, the Treasurer's office will send a notice requesting reimbursement.
The Travel Authorization subsystem provides many special features, making it a vast improvement over past procedures. Some of these features are:
The following sections describe basic concepts of the TA subsystem or common features found in multiple commands of the application.
Anyone with a minimum of view access to UPS (and the TA command specifically) can access the TA subsystem and review TARGET transactions and travelrelated Purchase Orders. Only trained and approved individuals (desks) may submit Travel Authorizations for approval.
A Travel Authorization (TA) must be submitted and approved for anyone who will be traveling on behalf of the University of Arkansas, unless there will be no cost incurred by the University. A TA should be submitted and approved prior to the start of any trip.
Travel-related purchase orders are those purchase orders specifically related to travel activity. Conference registration, airfare, and car rental are examples of travel-related expenses that could be paid for through a travelrelated purchase order.
Note: A travel--related purchase order for airfare should only be created if your department has not yet been included in the Travel Card program. |
Screen 3 of the TA allows for travelrelated Purchase Orders to be created and saved for inclusion with the TA. The TA subsystem will allow up to five (5) associated Purchase Orders to accompany each TA. A travel-related Purchase Order is a Purchase Order that is issued for a particular trip.
Airfare associated with a Travel Authorization should be purchased with a University Travel Card. Until though a department has been setup on the TCard program, airfare Purchase Orders are automatically filled with the University's contracted travel vendor and with traveler information from the TA. In airfare POs, as long as you use the University's contracted travel vendor, you are usually only then required to enter the amount (as quoted from the ticket vendor), maximum allowable amount, and any special handling codes.
Registration POs are also automatically filled with some information, including an automatically generated description (which you can change if needed) and the cost center expected to be charged (which you can change if needed).
The other type of travelrelated Purchase Order is "generic." Generic travel-related purchase orders can be used for such things as rental car expense (paid by purchase order), accommodations (paid by purchase order), or other travelrelated expenses.
Each travelrelated Purchase Order used in conjunction with a TA must be saved before creating another one. The expenses for travel-related Purchase Orders may be distributed between two (2) cost centers.
Screen 3 of the TA allows the traveler, if they are a U of A employee, to receive, upon request, a Travel Advance, not to exceed 80% of estimated reimbursable expenses, for the requested trip. A Travel Advance can be no less than $50.00 and no greater than $1000. An advance will not be allowed for a trip that has already taken place.
Notes: A traveler is considered a U of A employee if they have an active position record on file. Guests are not eligible to receive a Travel Advance. Expenses for Airfare, Registration, and local car rentals are not eligible for a Travel Advance. |
All travelers eligible to receive a Travel Advance must sign a one time promissory note at the Treasurer's Office. Therefore, the first time a traveler requests a Travel Advance, the check must be picked up at the Treasurer's Office. At this point, the promissory note will be signed by the traveler. Future requests for Travel Advances will be mailed to the traveler's campus address seven (7) days prior to the trip.
If the traveler's Travel Authorization is received and processed within a time period less than 7 days prior to the trip, the Travel Advance will be held in the Treasurer's Office for pickup by the traveler.
All travelers are considered vendors and must be in the UPS vendor system before a Travel Authorization or travel-related Purchase Order is released from the Travel Office.
Once the vendor file has been searched, if the traveler or vendor is not listed, you will submit the Travel Authorization with a "proposed" vendor to be included in the UPS vendor system. Further information on how to search the UPS vendor file and creating a "proposed vendor" is available under the "How To" section of this manual.
Cost Center distribution for estimated reimbursables is located on Screen 2 of the TA. Reimbursable expenses have the option of being distributed among four (4) Company Cost Centers.
You can distribute expenses for travel-related Purchase Orders between two (2) Company Cost Centers.

There are several list functions available to help you find particular travel authorizations or travel-related purchase orders.
The use of list functions is specifically addressed in "Using List Commands".
Online help is available throughout the UPS application, including all Travel-related commands. There are several levels of online help.
Systemwide help is available by placing the cursor in the Command field on any menu screen and pressing PF1, or by placing the cursor on a non-field area of the screen and pressing PF1.
To display online help for a specific field, position your cursor in the field for which help is desired; then press PF1. Field help usually displays a definition of the field for which you requested help, though some field help also lets you perform searches for information. A few fields display special facilities, such as the Vendor Search facility when you press PF1.
Help for any particular command is available by displaying the command screen (type the command in the Command field and press Enter) and then positioning the cursor in the Command field and pressing PF1.
Special help topics are available by typing the Help command in the Command field and pressing Enter. A list of special help topics is displayed, from which you can select a topic of interest.
This section explains the processes by which you perform certain activities related to Travel. These sections are best to use as step-by-step guides as you enter and process actual travel authorizations or look for travelrelated information.
Submission of a TA is accomplished through one command (TA) that utilizes three (3) screens:
From the UPS Main Menu screen, type TA in the Command field; then tab to the Action
field and type S (for "Submit"). Press Enter to display the Travel Authorization
command screen.

When filing Statement of Traveling Expenses, additional locations will be shown then. If your destination is not on the table, you MUST contact the Travel Office at 575-2551 to have the destination added to the table. |
Screen 2 of the TA contains all information regarding estimated reimbursable out of pocket expenses and cost center distribution for a traveler. If the traveler is not going to be reimbursed for any reimbursable items DO NOT fill out any cost information on this screen.
Please Note: If there is not going to be any reimbursable expenses, TCard charges, or travel- related Purchase Orders (airfare or registration, etc.) for a traveler, a Travel Authorization should not be submitted. If however, there will be travel-related Purchase Orders and/or TCard charges, but NO reimbursable expenses a TA must be submitted for TARGET routing of approvals. |
If the traveler will incur no reimbursable expenses, but there will be at least one travel related Purchase Order, go to TA Screen 3 (Then continue with " Travel Advances - Screen Three".)
If the traveler is going to have reimbursable expenses, continue with this section.
Screen Two of the TA command is where you list the out-of-pocket expenses the traveler is expected to incur while on travel status (and for which reimbursement will be requested).
A listing of these codes is available by positioning the cursor on the Travel Type field and pressing PF1 for online help.
Please Note: No travel advance will be allowed on airfare, university automobile, or guest in automobile. |
If you are traveling by private vehicle, enter a "P" in the Transportation Type field; then tab to the Mileage field and press PF1 to display the on-line mileage chart.
To obtain the mileage, type the State Abreviation of the destination city and either press 'enter' to see all cities for the State selected OR tab to the City field and type the name of the city you are looking for and press 'enter'. Tab to the desired destination and press 'Enter' to return the total round-trip mileage to the mileage field.
If your destination is not shown in the mileage chart, you may enter the roundtrip mileage directly in the Mileage field. If you need to allow for vicinity mileage, you can type over the amount with the larger amount.
If the traveler will be reimbursed at a rate less than that shown, tab
to the rate field and enter the permile rate in place of the rate shown.
Please Note: To calculate the reimbursable
amount for mileage, you must press Enter after completing the reimbursable portion of Screen 2.
Please Note: If the Traveler Type Code selected on Screen 1 is a 'T' (Group Travel) there will not be any amounts defaulted for meals and lodging. The user will enter the entire amounts requested in the last field for each item. |
Please Note: The TA command of UPS calculates the total dollar amount for meals and lodging by multiplying the total number of days by the lodging rate. It does not, however, calculate these amounts until you complete the reimbursable portion and press Enter. |
Please Note: If this travel authorization is for a 'blanket', type Blanket in the Miscellaneous field. Enter the amount in the amount field that you want to encumber. Most departments only encumber 1.00 |

Oops! If the TA is still in the TARGET routing and you realize that a mistake has been made on the TA, or that a travelrelated Purchase Order should have also been sent, you can withdraw the TA. Once the TA is withdrawn, you can copy the withdrawn TA and then submit it as a new TA. Any approvals already made on the withdrawn TA will be required again. For more information, refer to "Withdrawing a Travel Authorization Pending Approval" on page 31. While the TA is awaiting approval via TARGET, you cannot update the TA. However, once the TA has been completely approved by the Travel Office, you can make some adjustments, such as supplements to the TA. For more information on supplementing TA's, refer to "Supplementing (Updating) a Travel Authorization or Travel-Related Purchase Order". |
Screen 3 is where you enter information about travel-related purchase orders and advance requests.
Travel advances are limited in amount to 80 percent of the estimated reimbursable expense, excluding airfare, registration, and local car rental. The maximum allowable travel advance is calculated automatically and displayed on TA Screen 3 in the Allowable Advance field. No advance of less than $50.00 or greater than $1000.00 will be allowed. To request a travel advance, enter the amount of advance requested in the Advance Request field. If the traveler has not signed a promissory note at the Treasurer's office, a message will be displayed noting the need to do so. Signing the promissory note is a onetime requirement. However, no travel advance will be released to a traveler until the promissory note has been signed.
If NO travelrelated Purchase Orders are going to be created, once you have entered your travel advance information press Enter to validate; then PF10 to submit the Travel Authorization to TARGET for routing to the appropriate reviewers. For information on identifying who will be reviewing your travel authorization request, refer to "Identifying TA Reviewers" on page 39.
Up to five (5) travelrelated Purchase Orders can be created for each TA. Each travel related Purchase Order must be saved before continuing with another one.
Each travel-related Purchase Order may be distributed between a maximum of two (2) company cost centers. For your convenience, the first two (2) company cost centers listed on the TA will automatically be displayed on the travel-related Purchase Order. If appropriate, you can change or delete one or more of the cost centers.
If the "Produce check and hold" code is selected, tab to the "Hold for:" field and type the name and phone number of the person to contact to pick up the check.
Another type of travel-related purchase order is Registration. To create a travel-related purchase order for Registration:

Some travelrelated Purchase Orders are generic in nature and can be created as follows:
You are now ready to save the entire TA and submit it for approval via TARGET. Press PF10 to submit the TA into TARGET for automatic routing to the appropriate reviewers.
For information on identifying who will be reviewing your travel authorization request, refer to "Identifying TA Reviewers".
The reimbursables for a Travel Authorization can be distributed between a maximum of four company cost centers. UPS allows you to distribute these expenses by percentage or by dollar amount. If you choose cost center distribution by percentage the system will automatically distribute the dollar amounts.
Note on Maximum Reimbursable Without Supplementing Notice on the examples that the "Maximum Reimbursable Without Supplementing" field is 10% more than the total reimbursables. Since the reimbursable expenses are merely an estimate, the system automatically calculates 10% more. This amount is used when the Statement of Traveling Expenses is received in the Travel Office. This will eliminate the need for a supplement if the Statement of Traveling Expenses is within this 10% overage. When you are using a percentage for your cost center distribution, if the Statement of Traveling Expenses fall within the 10% overage, the same percentage will be taken from each cost center. This saves you from updating you TA for a supplement as long as the claim falls within this amount. If you do not want the traveler to claim any more than the Total Estimated Reimbursable Amount, typeover the amount shown in the MaxReimb Without Supplementing field with the amount of the total estimated reimbursable amount. |
The maximum reimbursable may also be set higher than the calculated 10% overage, if appropriate.
Example: Distributing Amounts when a Cost Center is Limited
If you have a TA that has a cost center that is limited you will list the limited cost center
first.
A traveler that has estimated reimbursable expenses of $314.50 to be reimbursed
between two cost centers. One of the cost centers is limited to $100.00. The
remainder is to be paid from the second cost center. The TA cost center distribution would
be setup with the limited cost center to be on the first line.

If all cost centers are limited, you must tab to the Max Reimb Amt field and change the amount shown to the actual total of the cost centers listed. |
When the Statement of Traveling Expenses is received by the Travel Office, only the amount listed in the Maximum Reimbursable Without Supplementing field may be paid without a supplemental purchase order. For information on creating supplemental PO's 24 see "Supplementing (Updating) a Travel Authorization or Travel-Related Purchase Order".
A vendor search is conducted in order to locate an existing vendor or bidder or to determine that a vendor is not yet on the system (in which case, a request to add the vendor to the system may be made). The resulting value returned from a successful search is a number identifying the vendor, the name associated with the vendor, and/or a vendor address (actually, this number is a combination of the three numbers).
The vendor search facility is used by both departmental administrative staff and Vendor Maintenance Staff in Purchasing and Accounts Payable. Updates to the Vendor File are accomplished by submitting a request to add a vendor, which is then reviewed by Vendor Maintenance Staff and adjusted for consistent formatting of information.
The Purchasing and Accounts Payable Vendor Maintenance Persons (VMPs) use the Vendor Maintenance Facility and review proposed vendors to avoid duplicating vendor records and accurately update the vendor file with new vendor records, names, and addresses. VMPs are responsible for adding new vendor records, names, and addresses to the vendor file, though departmental BASIS users may propose vendors.
The TIN match field is used when you know the vendor's social security number (SSN) or Federal Taxpayer ID Number (TIN). If there are several vendors with the same name, you can select each of the names by typing a character (e.g., an "x") beside each name; then Tab to the TIN Match field and type the SSN or TIN (you must use the correct format---xxxxxxxxx or xxxxxxxx---because both TINs and SSNs have nine digits; the system has no other way to distinguish them. Press Enter and the system will display each name with a note beside the TIN field which indicates whether or not the SSN/TIN matches. If the SSN/TIN does not match, press PF8 to display the next TIN. If the SSN/TIN does match, tab to the selection block for the displayed vendor and press enter to select the vendor and return the vendor number to the field from which you initiated a vendor search.
If you cannot find the vendor after a vendor search, you can request the addition of a new vendor through the Proposed Vendor window. Your proposed vendor will then be routed to the Business Affairs' Vendor Maintenance Person for approval and addition to the Vendor File.
Transactions with Proposed Vendors Transactions (Travel Authorizations, requisitions, purchase orders, and payables) for which a vendor has been proposed are not finalized until the VMP has processed the proposed vendor information. |
A department may choose to supplement a Travel Authorization for any one of the following reasons:
In addition, Note: Updating in the TA command will only update the reimbursable expenses, TCard Maximums, and Travel Advance. Updating of travelrelated purchase orders must be done using the command TRPO. (Refer to "Supplementing or Adding an Additional TravelRelated PO" for information.) |
The Travel Authorization you wish to update must be viewed on the screen before the update process can begin. If you know the TA number you wish to update, you can type that number in the TA field in the banner. If you do not know the number of the TA you want to update, you can locate and select it through one of the many list commands. (See "List Functions" for details.)
Once the TA has been selected and is on the screen, tab to the Action field and type U (for Update) and press Enter.
The cursor will be located on the beginning Event Date shown on the TA. The only items allowed to be updated on Screen 1 are the Event Dates, Travel Dates, and Telephone Number. (The Telephone Number must be reentered any time you update.) If any changes are to be made to the dates, do so now; then press Enter to validate on screen information before navigating to Screen 2.
Please Note: If you change Travel Dates on Screen 1, the amounts shown on Screen 2 may not be correct. (They will display what was originally requested.) |
You will notice on an update that the days for meals and lodging and the daily rate for these items is no longer displayed. Only the CALCULATED TOTALS are displayed.
If you want the system to recalculate for you, you must delete the calculation you want to change and enter the days and amounts again so the system can recalculate that portion. Otherwise, just type over the amount shown with the corrected amount.
If you are ONLY increasing the amount to take care of a Statement of Traveling Expenses that has exceeded the amount requested, simply tab to the Maximum Reimbursable without Supplementing field and type in the new amount you wish to commit. Press Enter to validate and press PF8 to go to Screen 3.
If you have run out of money on your Blanket and you wish to commit additional funds, simply add the additional money you wish to commit to the Misc. cost in the Blanket, then tab to the Maximum Reimbursable Without Supplementing field and delete the figure shown. Press Enter and the system will validate the information and also automatically calculate 10% more to the Blanket.
Please Note: Anytime you are increasing the amount of reimbursable expenses that will be requested, you must tab to the Maximum Reimbursable without Supplementing field and delete the total then press Enter so that the system can recalculate this amount. THE SYSTEM WILL NOT ACCEPT A TOTAL IN THIS FIELD THAT IS LESS THAN THE ESTIMATED REIMBURSABLE EXPENSES REQUESTED. |
Once all changes have been made to Screen 2, press Enter to validate; then press PF8 to go to Screen 3.
While in Screen 3, if the Traveler originally requested a Travel Advance and this is a supplement to increase estimated reimbursables BEFORE the Traveler has taken the trip, and if the check has not been issued yet, the system will recalculate the Allowable Travel Advance. The previous amount you requested will still be displayed. If you want the revised allowable advance, you must type over the previous amount.
If the check has already been issued, and the additional requested amount is
$50.00 or more, the system will display the difference on the screen and at this time the
traveler can request an additional check for the revised amount.
Please Note: The system will allow only up to two advance checks to be written on a Travel Authorization. |
Press Enter to validate any changes you made to the Travel Advance and then press PF10 to save the supplement/update. The revised Travel Authorization is now routed for approval via TARGET.

FOR SUPPLEMENTING/UPDATING TRAVEL-RELATED PURCHASE ORDERS, YOU MUST USE THE TRPO COMMAND. |
A department may choose to supplement a Travel-Related Purchase Order for any one of the following reasons:
Only travel-related POs that have attained final approval through TARGET can
be supplemented (updated).
Please Note: In the case of adding an additional Travel-Related PO to a TA, the TA must have attained final approval and have a status of " O" (Open). |
If you realize that you need to add a Travel-Related PO to a TA that is still pending approval, you must withdraw the TA in order to add the Travel-Related PO (or wait for final approval of the TA before submitting the Travel-Related PO); the TA, upon resubmission, will then be presented again at each desk where review is required. See "Withdrawing a Travel Authorization Pending Approval" for more information on withdrawing pending TAs.

If you want to Add an additional travel-related purchase order to a TA:
As long as a Travel Authorization is still pending approval from at least one desk, it can be withdrawn. You might want to withdraw a Travel Authorization to correct information or because a trip was canceled.
When you withdraw a Travel Authorization, in order to re-submit with updated information, you must copy the travel authorization. Since reviewers are not notified of a transaction's withdrawal, it may be appropriate to contact reviewers who approved the original TA to let them know that it was withdrawn and a new TA is being submitted. Alternatively, you may want to include a note that the TA is a re- submission of a corrected TA (use the transaction comment, accessible via PF11).
Instead of retyping information for the TA, you may want to copy the TA (which lets you edit information before submission). Once you withdraw the inaccurate TA, you can choose to copy a TA. Be sure to withdraw the inaccurate TA before submitting the new, corrected TA. Otherwise, it is remotely possible that both TAs will be approved. To learn how to copy a TA in order to make corrections, refer to "Copying a TA to Make Corrections".
UPS lets you copy a travel authorization to simplify the creation of a new travel authorization. When you copy a travel authorization, care must be taken to insure that the information you want to copy is retained and that the information you want to replace is replaced.
Some information, such as travelrelated purchase orders, is only retained with the TA when you to follow specific steps; other information, such as the travel dates, is retained unless you change it. The sections below can help you identify the exact steps you need to follow to copy TAs for various purposes.
When you want to make corrections to a TA that's already been submitted but has not yet attained final approval, one of your options is to withdraw the old, incorrect TA and then copy the TA, make the corrections, and submit a new TA.

List commands help you find transactions, TAs, and travelrelated POs based on information you know. UPS has a number of travelrelated lists including:
A travel authorization is really a purchase order. In UPS, however, we identify TAs with a different number range to make the distinction between "Travel POs" and other POs 33 easier. There are times, however, when you'll want to think of a TA as a PO. Such is the case with the LPOS and LPOV commands.
LPOS lets you list purchase orders by their status and budgetary unit. Since budgetary units are used to distinguish departments at UA, the LPOS command essentially lets you list TAs for a department by status.
To use LPOS to list TAs for a budgetary unity, follow these steps:
An approved travel authorization is really a purchase order. In UPS, however, we identify TAs with a different number range to make the distinction between "Travel POs" and other POs easier. There are times, however, when you'll want to think of a TA as a PO. Such is the case with the LPOS and LPOV commands.
LPOV lets you list purchase orders for a vendor. Since UPS sees travelers as vendors, you can use LPOV to "list approved TAs for a traveler."
To use LPOV to list TAs for a traveler, follow these steps:
When a Travel Authorization is still pending review, information about the transaction requesting approval of the Travel Authorization (via TARGET) is displayed with the Travel Authorization and the transaction options (PF11) are available. Once the Travel Authorization attains final approval or rejection, however, the transaction information and transaction options (PF11) are no longer displayed with the Travel Authorization request.
The LTTA command lets you display transactions for a Travel Authorization even after the TA has been approved or rejected.
To display the transaction information for a TA that has already approved or rejected, follow these steps:

Because most TAs are initiated by a departmental travel representative, one of the most common ways you'll look for a TA for a particular traveler is by asking the system for a list of TAs submitted by a particular travel representative. The command you use to do this is LTRS (List Transactions by Requestor, Status, and Command).
Follow these steps to locate and display a TA:
Another technique for finding a TA for a particular traveler (but only after it's been approved) is through the LPOV command. For more details, refer to "LPOV (List Purchase Orders for a Vendor)".
The List Applications with Transactions Pending displays a window listing applications and transaction command names along with the number of pending transactions for each command. LATP displays the same window you get when you select the option "List applications with transactions pending..." from the Natural Sign on screen.
By default, the command displays application and commands with pending transactions for your desk, but you can change the Desk ID to list applications and commands with transactions awaiting action by some other desk---your supervisor's, for example.
List Applications with Transactions Pending - LATP
To navigate directly to the command screen at which approvals are required, select the appropriate item and press Enter. You are automatically logged into the application and (after you navigate initial message screens) into the command at which transactions are pending.
When you use LATP to select and initiate a transaction command, the Action field value is changed automatically to "R" for Review.
As its name implies, the List Transactions Pending Review command lets you display a list of transactions awaiting review or approval by the specified desk. The command is however, specific to the application in which it is initiated. If you select the command in the UPS application, for example, it will display transactions pending review by the specified desk only for the UPS application. If you want to view transactions pending in other applications, use the LATP command.
The line immediately below the banner area shows the desk for which you are viewing transactions and the current application (the application in which the transactions must be reviewed). To view transactions pending review at another desk, change the value in the Reviewer Desk field in the banner and press 'Enter'.
To list transactions pending at a particular desk in UPS, follow these steps:

To identify reviewers for a TA currently pending review, follow these steps:
If you are a transaction reviewer, you will be notified of "pending" transactions as soon as you sign into Natural (at the Natural Signon Screen). Pending transactions are those that have already gone through lowerlevel approvals.
In some cases, you may need to review transactions before they appear on your "pending list." As long as you know the number of the transaction (identifying information), you can.
Generically, all you have to do to review a nonpending transaction is display the transaction you want to review; then change the Action to R (for "Review"). This technique works with transactions in any BASIS application. Specifically, to review non pending TAs, follow these steps:
